1. Season the brisket with 2 tsp. of the bouillon.
2. Heat oil in a 6-quart saucepot or Dutch oven over medium-high heat and brown the brisket. Remove the brisket and set it aside.
3. Cook the green peppers in the same saucepot, stirring occasionally, for 4 minutes or until tender. Stir in the garlic and cook for 30 seconds. Stir in all the remaining ingredients, including the brisket. Bring the mixture to a boil over high heat, then reduce the heat to low and simmer, covered, stirring occasionally, for 3-1/2 hours or until the brisket is tender.
4. Remove the pot from the heat. Remove the brisket from the pot and let it cool slightly. Shred the brisket with two forks, then return it to the sauce mixture; heat through. Serve, if desired, over hot cooked rice.
